Sierra Fernesse (シエラ・フェルネス, Shiera Ferunesu) is an incredibly skilled and experienced operative of the Magic Council. She is an intelligence agent who gathers information on Dark Guilds and, on the odd occasion, hunts them down herself. Her partner throughout the majority of her career has been Nolan Houdini. During a drunken affair, the two gave birth to a child named Orion Houdini that they both take care of at different times.

Additionally, Sierra is a descendant of the Fernesse Family. As such, she is an inheritor of the status of "Oracle" (神声(オラクル), Orakuru; lit. "God's Voice"), a woman who has obtained the power and knowledge of the Goddess Theresa, a deity that governs a small island off the coast of Fiore, as well as the home of the Fernesse, known as the Moon Capital.
